You will need to have either a PAN Number or Form 60/61 in order to open an account at any Indian bank.
Notice that Form 60 must be filled out by anyone who doesn't have a permanent account number or who engages in any transaction described in rule 114B
The form's declaration states "I am aware that according to the CBDT circular number. TDS certificates in Form 16A will only be generated from the Tax Information Network website (TIN) for customers who have recently updated their Permanent Account Number (PAN). I agree, understand and accept that my TDS certificates will not be generated by the TIN website until I have updated my Permanent Account Number (PAN), with Bank N.A. I also agree to confirm that the bank will not be held responsible/liable for any TDS certificates issued or rectified during this period.
