PAN Card can be issued once for adults. It has no expiry or validity. It actually has a unique 'PAN number' that is unique to each individual.
The PAN Card does not carry a photograph for minors (children under 18 years old). To add a photo to the PAN Card, the minor must submit a 'Change Request Formula' once they turn 18.
