If a student is 15 years old , Can he/she apply for PAN card?

Yes, students can apply for a PAN card at any age up to 15 years. However, a minor must submit proof of identity and proof that they reside in the same area as the PAN Card application.

The parent who submitted the documents should sign the application. The PAN Card will include the signature of the parent.

A photograph and proof of birth of the minor child is also required.

Although a photograph of the minor is required when applying for PAN card, the actual Minor PAN Card doesn't include the photo of the minor applicant.
